The management bodies in the Reichcomissariat "Ukraine" and Military Occupation Zone as the means of fulfilling the occupational objective and the tasks by the Third Reich

The article states that, in accordance with the plans of the Third Reich Nazi leaders, Ukraine should have become a future «living space» for the «Aryan people». The transformation of the occupied territory into a «living space» was the purpose of the Nazi occupation regime established in Ukraine. The entirebureaucratic machine of the Third Reich worked to realize the goals and objectives of the occupationregime. Also, a system of occupational administration bodies, in particular, the Reichsminster of the Eastern Occupied Territories, the Reichcomissariat “Ukraine” and the Military Occupation Zone, wasestablished to fulfill directly the occupation tasks. The purpose of the article is to highlight the role of the administrative apparatus of the Reichсommissariat “Ukraine” and the military occupation zone in the process of realization of the purpose and tasks of occupation of the territory of Ukraine by the Third Reich in 1941–1944. Methods of research were both general scientific (analysis, deduction, induction) and special (comparative-historical, retrospective). Scientific novelty. On the basis of archival sources, the peculiarities of the functioning of the administrative apparatus in the RCU and MOZ in 1941–1944 were investigated with a view to their work for the purpose and objectives of German occupation policy. Conclusions. The occupation regime inthe Reichcomissariat “Ukraine” underwent a systemic political crisis. One of the causes of the crisis was thedestructive phenomena and processes in the functioning of the power occupation apparatus. One of thereasons for this was the inadequately high level of parallelism and duplication in the work of the occupyingauthorities. Personal conflict between A. Rosenberg and E. Koch led to the destructive phenomenaappearance in the work of the administration of the Reichcomissariat “Ukraine”. The occupation apparatusof the government itself was overburdened with job tasks, which was extremely difficult to perform due toa shortage of qualified managers, logistical resources, low level of transport and communications
